Vero Beach and the 2030 septic rule

Is Vero Beach inside Florida's Indian River Lagoon septic area? Yes, for nearly every septic home with a Vero Beach address, so the July 1, 2030 rule applies. City of Vero Beach utility customers have an earlier date: connect to the city's STEP sewer by June 1, 2028, or within one year of a sale.

Is Vero Beach inside the area

Yes, nearly all of it. Vero Beach sits in the Central Indian River Lagoon plan area. Our count finds about 18,700 of about 19,300 septic parcels with a Vero Beach address inside FDEP's program-area map. That count includes unincorporated mainland homes that use a Vero Beach address.

How we counted (November 1, 2026): parcels the Florida Water Management Inventory (FLWMI, Florida Department of Health) marks as known, likely or somewhat likely septic, by physical-address city, counted only where the parcel touches FDEP's program-area map. Parcels, not homes, and a mailing city does not match city limits exactly. See our data. Check your own address below.

What the rule means here

Under Florida law, by July 1, 2030 homes on 10 acres or less with septic in the program area must connect to sewer if it is available, or upgrade to an enhanced nutrient reducing (ENR) system that removes at least 65% of nitrogen. The statute has no penalty clause. Since January 1, 2024 a new septic system in the area must be ENR, and no new septic is allowed where sewer is available.

In Vero Beach the main path is sewer. The city and the county are both extending lines, so most owners will be told to connect rather than to install ENR. Compare the two in ENR vs sewer.

The city's own deadline: June 1, 2028

City of Vero Beach utility customers on septic must connect to the city's STEP sewer system by June 1, 2028, or within one year of a sale or transfer, whichever comes first (city document No. 2024-05). That is two years before the state date.

STEP means septic tank effluent pump. Your tank stays, gets a pump, and sends only the liquid to the city's low pressure main. City code for STEP systems asks owners to have the tank pumped out at least every five years, inspected by a licensed contractor, with a report filed within ten business days.

In March 2026 the City Council voted to extend STEP into unincorporated areas north and south of the city, on the mainland and the barrier island, as reported by Vero News. The mainland build-out was planned by the end of 2026 and the island by the end of 2027. If you are buying or selling, read buying or selling a home with septic.

Sewer or ENR: who to ask

Two utilities serve homes with a Vero Beach address. Look at your water or sewer bill.

  • City of Vero Beach Water and Sewer: (772) 978-5220, 17 17th Street. The STEP deadline above applies to its customers.
  • Indian River County Utilities: most unincorporated homes. The county has a mandatory connection policy: a written notice and 365 days to connect once sewer is available. Program site ircs2sprogram.com, [email protected], (772) 226-1832.

If neither utility plans sewer for your street, ask the Florida Department of Health in Indian River County what your permit requires for an ENR upgrade.

Projects and money

  • State grants to the city: Buckinghammock Basin 10 sewer, $380,915, and 26th Street Basin 12 sewer, $691,329 (fiscal year 2025-26). These go to the city, not to homeowners.
  • Clean Water Coalition help (city STEP customers): about $15,000 per home as reported in 2024: the city credits the impact fee ($3,390), finances the STEP equipment ($5,500) at 0% over 10 years, and donors pay plumbing and permits (about $6,500). For homesteaded, owner-occupied homes with income up to four times the federal poverty level. 64 families had connected by November 2025. Funding for 2026 and later is not confirmed. Ask the Economic Opportunities Council of Indian River County, (772) 562-4177.
  • Indian River County Sewer Connection Assistance: up to $15,000 per property for eligible residents where county sewer is available. The application portal was not open as of November 1, 2026. Details: Indian River County sewer connection help.

Costs

  • City STEP: a total system cost of $12,000 to $15,000, with a city credit of up to $3,390 per property, as reported by Vero News in March 2026.
  • County sewer: the county estimates $7,000 to $15,000 for a gravity connection and $15,000 to $25,000 for a low-pressure (pump) connection. The county's sewer connection fee was $3,835 at 2025 rates.

Does this apply to your home?

The free address check answers in about ten seconds: inside the program area or not, septic or sewer on record, lot size and, in Brevard, a grant estimate.

Repairs before 2030

If your system fails before you connect, a repair is the natural moment to upgrade, and the permit office will remind you of the 2030 rule. Since July 1, 2026 the health department must tell owners about the rule on any repair, modification or replacement application. If the city or county sewer is close, ask about connecting instead of rebuilding. More in septic repair and septic pumping.

Questions people ask

Does my Vero Beach house have to get off septic?

Almost certainly, if it is on septic. Nearly every septic parcel with a Vero Beach address is inside the program area. By July 1, 2030 you must connect to sewer if it is available or upgrade to an ENR system. City of Vero Beach utility customers must connect to STEP sewer by June 1, 2028.

I am selling my Vero Beach house. Does the buyer have to connect?

If the home is a City of Vero Beach utility customer on septic, city document No. 2024-05 requires a STEP sewer connection within one year of a sale or transfer, or by June 1, 2028, whichever comes first. Tell buyers early and ask the city utility at (772) 978-5220 what applies to your address.

Is the Vero Beach rule the same as the county's 365-day notice?

No. They are separate. The city rule covers City of Vero Beach utility customers. Indian River County gives owners in its service area a written notice and 365 days to connect once sewer is available. Your water or sewer bill shows which utility serves you.

How much does a STEP sewer connection cost in Vero Beach?

Vero News reported in March 2026 a total system cost of $12,000 to $15,000, with a city credit of up to $3,390 per property. Lower-income homesteaded owners may get help from the Clean Water Coalition. Ask the city utility for your exact price.

Does pumping my septic tank count toward the 2030 rule?

No. Pumping keeps a working system healthy, but it does not change the system type. The rule needs a sewer connection or an ENR upgrade. If you connect to STEP, city code asks for pump-outs of the STEP tank at least every five years.
