We counted them in November 2026 from the Florida Water Management Inventory and FDEP's program-area maps. Download the tables below and cite Septic 2030.

By county
| County | Known septic | Likely septic | Somewhat likely | Total septic parcels |
|---|---|---|---|---|
| Brevard | 37,976 | 18,798 | 4,554 | 61,328 |
| Indian River | 30,679 | 254 | 40 | 30,973 |

| Total | 74,023 | 22,402 | 4,931 | 101,356 |
"Known", "likely" and "somewhat likely" are the Florida Water Management Inventory's own confidence labels for each parcel. Martin, Palm Beach and Okeechobee counties have no parcels inside the program area.
By plan area
| Plan area | County | Septic parcels |
|---|---|---|
| Central Indian River Lagoon | Brevard | 40,087 |
| Central Indian River Lagoon | Indian River | 30,973 |
| Central Indian River Lagoon | St. Lucie | 5,460 |
| North Indian River Lagoon | Brevard | 12,735 |
| North Indian River Lagoon | Volusia | 491 |
| Banana River Lagoon | Brevard | 8,506 |
| Mosquito Lagoon | Volusia | 3,104 |
The North IRL is the plan area where a federal court stopped new septic permits from July 2025 until the 11th Circuit vacated that order on October 8, 2026. Where that case stands.
By ZIP code: inside the area and not
A ZIP code is not a yes or no. In many ZIP codes only part of the septic homes sit inside the program-area line, which follows the lagoon watershed, not roads or city limits. Selected ZIP codes (all of them are in the ZIP download):
| ZIP | Mostly | Septic parcels inside the area | All septic parcels in the ZIP | Plan area |
|---|---|---|---|---|
| 32907 | Palm Bay | 13,700 | 13,700 | Central IRL |
| 32909 | Palm Bay | 11,144 | 11,145 | Central IRL |
| 32908 | Palm Bay | 4,253 | 4,256 | Central IRL |
| 32952 | Merritt Island | 4,054 | 4,054 | Banana River, North IRL |
| 32953 | Merritt Island | 3,110 | 3,110 | Banana River, North IRL |

| 32955 | Rockledge | 1,849 | 2,511 | North IRL |
| 32754 | Mims | 1,370 | 3,086 | North IRL |
| 32927 | Port St. John | 1,180 | 9,477 | North IRL |
| 32926 | Cocoa (west) | 518 | 5,039 | North IRL |
| 32780 | Titusville | 216 | 948 | North IRL |
| 32958 | Sebastian | 10,111 | 10,111 | Central IRL |

| 32168 | New Smyrna Beach | 787 | 4,005 | Mosquito Lagoon |
By city field in the inventory (Indian River and St. Lucie counties record a city for each parcel): Vero Beach 18,688 of 19,267 septic parcels inside; Sebastian 10,130 of 10,130; Fort Pierce city limits 272 of 2,460; unincorporated St. Lucie County 4,883 of 16,054; Port St. Lucie 0 of 17,591.
How this compares with other counts
| Figure | What it counts | Source |
|---|---|---|
| 61,328 (Brevard) | Parcels marked known, likely or somewhat likely septic inside the program polygons, November 2026 | Our count (this page) |
| 53,204 (Brevard) | Records in the county's Save Our Indian River Lagoon septic parcel layer, the data behind its grant estimates | Brevard County layer/FeatureServer/0) |
| "Over 60,000" (Brevard) | Septic systems the county says remain in the lagoon watershed | FY2026-27 state funding request |
| 30,973 (Indian River) | Our count, as above | This page |
| 28,374 (Indian River) | Parcels the county says need a sewer connection | WQCS, October 2025 |
| About 27,000 (Indian River) | Homes facing the sewer mandate, as reported | CBS12 |
The numbers do not contradict each other: they count different things. Ours counts parcels (including vacant and commercial parcels the inventory marks as septic) touching the program polygons; Brevard's layer counts parcels in its own project plan; Indian River County's figure counts parcels it plans to connect.
Is your address one of them?
The free address check reads the same state layers for one parcel: inside the program area or not, septic or sewer on record, lot size and, in Brevard, a grant estimate.
Method
- Program area: FDEP's six polygons for the Indian River Lagoon Protection Program (OBJECTID 20 to 25 in FDEP's ENR requirement layer): Banana River, Central Indian River Lagoon and North Indian River Lagoon BMAPs and the Mosquito Lagoon RAP (two polygons). These are the areas s. 373.469(3)(d) names.
- Septic parcels: the Florida Department of Health's Florida Water Management Inventory (FLWMI) wastewater layer, classes KnownSeptic, LikelySeptic and SWLSeptic (somewhat likely). One record with the misspelled class "LikleySeptic" is counted as likely.
- Query: an ArcGIS REST statistics query per polygon, spatial relation "intersects", grouped by county code and wastewater class, and separately by physical-address ZIP code and city. Run November 1, 2026.
- Caveats: these are parcels, not homes or people. A parcel that touches a polygon edge counts as inside, so edge parcels may be slightly over-counted, and a parcel touching two polygons can appear in both (the ZIP table caps each ZIP at its true total). FLWMI marks are the state's best estimate and can be wrong for a single parcel; the address check shows the record for one property.
- Reproduce it: query the two layers in the sources below with the same classes and polygons. The plan-area CSV includes the sewer classes too, so you can compute shares.
