Sebastian and the 2030 septic rule
Is Sebastian inside Florida's Indian River Lagoon septic area? Yes. All of its roughly 10,100 septic parcels are inside, so by July 1, 2030 each home must connect to sewer where it is available or upgrade to an ENR system. Indian River County Utilities runs the sewer, and owners who get a connection notice have 365 days.

Is Sebastian inside the area
Yes, all of it. Sebastian sits in the Central Indian River Lagoon plan area. Our count finds about 10,100 of about 10,100 septic parcels with a Sebastian address inside FDEP's program-area map: every one.
How we counted (November 1, 2026): parcels the Florida Water Management Inventory (FLWMI, Florida Department of Health) marks as known, likely or somewhat likely septic, by physical-address city, counted only where the parcel touches FDEP's program-area map. Parcels, not homes, and a mailing city does not match city limits exactly. See our data. Check your own address below.

What the rule means here
Under Florida law, by July 1, 2030 homes on 10 acres or less with septic in the program area must connect to sewer if it is available, or upgrade to an enhanced nutrient reducing (ENR) system that removes at least 65% of nitrogen. The statute has no penalty clause. Since January 1, 2024 a new septic system in the area must be ENR, and no new septic is allowed where sewer is available.
In Sebastian the answer depends on your street. Where county sewer reaches you, connecting is the path. Where it does not, plan for ENR. See ENR vs sewer.
City officials have pushed back. In October 2023 Sebastian council members asked for a later timeline, and one put the cost of ENR systems for every house in the city at over $100 million. The date in state law has not moved: it is still July 1, 2030.
Connection notices
Sewer in Sebastian comes from Indian River County Utilities. In October 2025 the County Commission adopted a mandatory connection policy: where sewer is available, owners get a written notice and 365 days to connect. If you got a notice, the clock is already running, separate from the 2030 date.
This is not new in Sebastian. For the earlier North Sebastian Phase 2 project, the county set 2023 deadlines for owners to connect if they wanted funding help.
Projects
- North Sebastian Phase 2C: a county septic to sewer project that received $6,478,075 in state lagoon money in 2024-25.
- City of Sebastian septic to sewer conversion: $3,610,000 in state lagoon money in 2024-25.
- Riverfront redevelopment area (CRA): in September 2025 the city and county broke ground on sewer extensions, starting at 1542 Indian River Drive, with an FDEP grant. The goal is to let every parcel in the CRA connect.
- North Sebastian Phase 3 is also listed among the county's active project areas. See the county's project map.
These grants go to governments, not to homeowners. They pay for the pipe in the street.

Money
- Indian River County Sewer Connection Assistance: up to $15,000 per property for eligible residents where county sewer is available. The application portal was not open as of November 1, 2026. Watch ircs2sprogram.com. Details: Indian River County sewer connection help.
- City help on the CRA extension: in 2025 the city said it will help residents and businesses with septic abandonment and connection costs. It did not publish amounts. Ask the city.
- The old city grant: in 2020 the city covered 75% of connection costs (owner 25%) in the CRA district, with about $200,000 set aside. It is not known to be open now.
- No ENR grant: outside sewer areas, we found no county grant for ENR upgrades. See septic financing.

Costs
The county estimates $7,000 to $15,000 for a gravity connection and $15,000 to $25,000 for a low-pressure (pump) connection. The county's sewer connection fee was $3,835 at 2025 rates. ENR costs vary with lot and soil; get a written quote.

Does this apply to your home?
The free address check answers in about ten seconds: inside the program area or not, septic or sewer on record, lot size and, in Brevard, a grant estimate.
Repairs before 2030
If your system fails first, a repair is the natural moment to upgrade, and the permit office will remind you of the 2030 rule. Since July 1, 2026 the health department must tell owners about the rule on any repair, modification or replacement application. If county sewer is already in your street, ask about connecting instead. More in septic repair.
