Indian River County, Florida, has announced up to $15,000 per property to help owners in the Indian River Lagoon area connect to sewer where it is already available. Does this apply to your home?

The free address check answers in about ten seconds: inside the program area or not, septic or sewer on record, lot size and, in Brevard, a grant estimate.

If you got a connection notice

The County Commission adopted a mandatory connection policy in October 2025: where sewer is available, owners get a notice and 365 days to connect, which matches Florida law (s. 381.00655, F.S.). The same law lets owners prepay connection charges in monthly installments over up to two years from the notice that sewer is coming.

What to do now:

  1. Note the date on the notice; that starts your 365 days.
  2. Email the program and ask whether the $15,000 help will open before your deadline, and whether you should wait for it before signing a contract.
  3. Get a written quote from a licensed plumber or septic contractor for the connection and closing the tank, so you know your number.
  4. If your income is low or moderate, call the county's SHIP office (below) at the same time.

Vero Beach STEP help

City of Vero Beach utility customers on septic must connect to the city's STEP sewer system by June 1, 2028, or within one year of a sale or transfer (city document No. 2024-05). For lower-income owners, the Clean Water Coalition of Indian River County and the city have run a program worth about $15,000 per home, as reported in 2024 and 2025:

  • the city credits the impact fee ($3,390),
  • the city finances the STEP equipment ($5,500) at 0% over 10 years, about $550 a year,
  • donors pay the plumbing and permits (about $6,500).

It is for homesteaded, owner-occupied homes with income up to four times the federal poverty level. 64 families had connected by November 2025. Funding for 2026 and later is not confirmed. To ask, call the Economic Opportunities Council of Indian River County at (772) 562-4177, which checks income.

SHIP repair money

Indian River County's SHIP housing plan (2024 to 2027, amended August 18, 2026) includes:

  • Emergency repair up to $35,000, which covers "septic tank problems" that are a health hazard or could damage the home (very low, low and moderate income).
  • Impact fee and water and sewer capacity charge help up to $20,000. Ask whether an existing owner can use it for a sewer connection charge; the plan ties moderate income to purchase help.
  • Help comes as a 0% deferred loan, forgiven after 10 years of living in the home. Applications are taken all year: Community Services, 1801 27th Street, Vero Beach, (772) 567-8000. See SHIP home repair for how SHIP works.

Sebastian, Fellsmere and the rest

  • Sebastian: the city ran a septic-to-sewer grant of up to $15,000 in its riverfront redevelopment area in 2016 to 2020, and in 2025 said it will help residents with connection costs as it extends sewer lines with the county. Ask the city whether help is open now.
  • Fellsmere: rural enough for USDA in our spot check. See USDA Section 504.
  • Indian River Shores: the town reportedly approved a 10-year special assessment option for required connections. Confirm with the town.
  • Outside sewer areas: the 2030 path is usually an ENR upgrade, and the county has no ENR grant. See septic financing.
