Fort Pierce and the 2030 septic rule
Is Fort Pierce inside Florida's Indian River Lagoon septic area? Partly: the program-area line crosses Fort Pierce, so only about 270 of about 2,460 septic parcels inside city limits are in it, plus about 4,880 in unincorporated north St. Lucie County. Those homes must connect to sewer or upgrade to ENR by July 1, 2030. FPUA charges $10,395 to connect.

Is Fort Pierce inside the area
Partly. The Central Indian River Lagoon plan area stops at about latitude 27.46, and that line runs across Fort Pierce. Inside city limits our count finds only about 270 of about 2,460 septic parcels inside FDEP's program-area map, all near the north edge. Another about 4,880 septic parcels in unincorporated St. Lucie County are inside, all in the northeast of the county, many with Fort Pierce addresses. Downtown and south Fort Pierce are outside.
How we counted (November 1, 2026): parcels the Florida Water Management Inventory (FLWMI, Florida Department of Health) marks as known, likely or somewhat likely septic, by physical-address city, counted only where the parcel touches FDEP's program-area map. Parcels, not homes, and a mailing address does not match city limits exactly. See our data. Check your own address below.

What the rule means here
If your home is inside the area: under Florida law, by July 1, 2030 homes on 10 acres or less with septic must connect to sewer if it is available, or upgrade to an enhanced nutrient reducing (ENR) system that removes at least 65% of nitrogen. The statute has no penalty clause. Since January 1, 2024 a new septic system in the area must be ENR, and no new septic is allowed where sewer is available.
If your home is outside the area, the 2030 rule does not apply to it. One local rule still matters across FPUA's territory (below).
The FPUA rule to know about
Fort Pierce Utilities Authority (FPUA) is converting septic neighborhoods to low pressure sewer (LPS), where a small pump unit at each home pushes wastewater to the main. FPUA says the St. Lucie County health department will not permit a replacement septic system where FPUA low pressure sewer is available. FPUA puts a new septic system at about $20,000, if one is allowed at all.
So in an FPUA sewer neighborhood, a failed tank usually means connecting, whatever side of the 2030 line you are on. Neighborhoods FPUA named for expansion include Fleetwood Acres, Green Acres, Jefferson Parkway, U-Vista Court, San Lucie, Kerr and Rolyat Street, and Orange Blossom Estates.
Sewer or ENR: who to ask
- Fort Pierce Utilities Authority: 1701 S. 37th Street, Fort Pierce, (772) 466-1600. Ask whether LPS is available or planned for your street, and for the financing terms in writing.
- North Hutchinson Island: St. Lucie County Public Utilities (project page).
- St. Lucie Village: the Town of St. Lucie Village.
- ENR permits: if no sewer is coming, ask the Florida Department of Health in St. Lucie County what your permit requires.
Projects and money
- FPUA lagoon grant (tentative): in February 2026 the Indian River Lagoon Council tentatively awarded FPUA over $200,000 to pay about 50% of the conversion cost for at least 38 homes, as reimbursement and subject to final approval. A small pool: ask early.
- St. Lucie Village: the town received a $1.7 million state lagoon grant in 2023-24 for phase one of a septic to sewer project. What owners pay has not been published; ask the town.
- North Hutchinson Island: a county project for about 500 homes in Queens Cove, Coral Cove and Fort Pierce Shores. As reported in 2022, owners faced a $3,200 connection fee, $10,000 or more out of pocket, and an assessment of $535 to $817 a year for 20 years, with a ballot planned. We could not confirm the project's current status or terms; ask St. Lucie County Public Utilities.
- FPUA's treatment plant: FPUA received $10,000,000 in state lagoon money in 2024-25 for advanced wastewater treatment. That pays for the plant, not homeowner connections.
- City of Fort Pierce SHIP: emergency repair up to $10,000 for lower-income owners; the plan lists plumbing but does not name septic. Call the city to ask.

Costs
FPUA's May 2025 price list for low pressure sewer:
| Connection | Price |
|---|---|
| Single-family home | $10,395 |
| Duplex, one combined sewer | $14,855 |
| Duplex, two separate sewers | $20,790 |
FPUA says financing options are available. Compare that with about $20,000 for a new septic system, by FPUA's estimate. Run your numbers in the cost calculator and see how utilities price a hookup in septic to sewer cost.
Does this apply to your home?
The free address check answers in about ten seconds: inside the program area or not, septic or sewer on record, lot size and, in Brevard, a grant estimate.
Is Port St. Lucie included?
No. Our count finds 0 of about 17,600 septic parcels with a Port St. Lucie address inside the program area. The 2030 rule does not reach Port St. Lucie homes.
The city still runs its own septic to sewer program, a useful benchmark: a conversion for $8,258 (from October 1, 2025), payable at $67.90 a month at 0% interest over 10 years. The city supplies the materials and labor to connect to the pipe in the street. Port St. Lucie Utility Systems, (772) 873-6400.
Repairs before 2030
If your system fails first, a repair is the natural moment to upgrade, and the permit office will remind you of the 2030 rule. Since July 1, 2026 the health department must tell owners about the rule on any repair, modification or replacement application. In an FPUA sewer area, expect to connect rather than replace. Routine care is in septic pumping and septic repair.

Questions people ask
Is my Fort Pierce house in the 2030 septic area?
Maybe. The program-area line crosses Fort Pierce. Only about 270 of about 2,460 septic parcels inside city limits are in it, near the north edge, plus about 4,880 in unincorporated north St. Lucie County. Downtown and south Fort Pierce are outside. Enter your address in the checker to be sure.
How much does FPUA charge to switch from septic to sewer?
Fort Pierce Utilities Authority's May 2025 price list shows $10,395 for a single-family home on low pressure sewer, $14,855 for a duplex on one connection and $20,790 for a duplex with two. FPUA says financing options are available; ask for the terms in writing at (772) 466-1600.
My septic failed. Can I just put in a new one in Fort Pierce?
Not if FPUA low pressure sewer is available to you. FPUA says the St. Lucie County health department will not permit a replacement septic system there, and puts a new septic system at about $20,000. Ask FPUA about connecting before you get septic quotes.
Is there a grant for septic to sewer in Fort Pierce?
A small one. In February 2026 the Indian River Lagoon Council tentatively awarded FPUA over $200,000 to cover about half the conversion cost for at least 38 homes, as reimbursement and subject to final approval. Ask FPUA early whether your home can be one of them.
Is Port St. Lucie included in the 2030 septic rule?
No. Our count finds 0 of about 17,600 septic parcels with a Port St. Lucie address inside the program area. The city still runs its own conversion program: $8,258 from October 1, 2025, payable at $67.90 a month at 0% over 10 years.
Does septic tank pumping in Fort Pierce help with the 2030 rule?
No. Regular pumping keeps a working system healthy, but the rule needs a sewer connection or an ENR upgrade for homes inside the area. Outside the area, pumping and normal care are all the state asks.
