Volusia County and the 2030 septic rule

Only southeast Volusia County is inside Florida's 2030 Indian River Lagoon septic area: Oak Hill, south Edgewater and south New Smyrna Beach, under the Mosquito Lagoon plan and a slice of the North IRL. Volusia's $10,000 septic incentive is for the DeLeon Springs area only, not the lagoon area. Deltona and DeLand are not covered by this rule.

Which parts are inside

The southeast: Oak Hill, south Edgewater and south New Smyrna Beach. Most of it is the Mosquito Lagoon reasonable assurance plan area, with a slice of the North IRL plan area. Our count is 3,595 septic parcels inside. Daytona Beach, DeLand and Deltona are outside. Check your address.

The rest of Volusia: Deltona, DeLand, Daytona Beach

Most Volusia septic homes are not under the 2030 lagoon rule: Deltona, DeLand and Daytona Beach are outside the lagoon program area (our count finds Volusia septic parcels inside it only around Oak Hill, Edgewater and New Smyrna Beach). Parts of west Volusia fall instead under springs basin plans, Volusia Blue Spring and DeLeon Springs, which FDEP lists with their own septic requirements. Check FDEP's OSTDS requirements map to see which plan, if any, covers a west Volusia address.

Rules that apply now

Inside the Mosquito Lagoon area, new systems on any size lot must be ENR (since January 1, 2024), and the 2030 deadline applies to existing systems. If your home is in the North IRL slice, read where the North IRL court case stands: a 2025 permit order there was set aside on appeal in October 2026.

Sewer projects

  • Oak Hill: a septic-to-sewer project with a $3 million state appropriation in 2022; the project has been reported at about $9 million.
  • New Smyrna Beach, Silver Sands: a $7.5 million septic-to-sewer project.

Money

Volusia's Septic Upgrade Incentive Program (up to $10,000) covers the DeLeon Springs priority focus area, which protects a spring, not the lagoon. We found no homeowner grant for lagoon-area properties in Oak Hill, Edgewater or New Smyrna Beach. Ask your city utility whether a sewer project will reach you before 2030. Income-qualified owners can try the county's SHIP emergency repair, which lists septic work: see Volusia septic help.
