Indian River County and the 2030 septic rule

Eastern Indian River County, Florida, is inside the Indian River Lagoon septic program area. The county adopted a mandatory sewer connection policy in October 2025: owners get 365 days to connect after a notice, and the county has announced up to $15,000 in help. Vero Beach requires STEP connection by June 1, 2028, or within a year of a sale.

If you got a connection notice

The notice starts the county's 365-day clock to connect, which runs on its own schedule, separate from the 2030 state date. Three steps: call the county program at (772) 226-1832 or email [email protected] to confirm your connection type (gravity or low pressure) and fee; ask a licensed plumber or septic company for a written quote that includes abandoning the old tank; and ask whether you can use the county's up to $15,000 help, which had not opened applications as of November 1, 2026. Compare fees by utility in what it costs to connect to sewer.

Which parts are inside

The eastern county, in the Central IRL plan area: Sebastian, Roseland, Wabasso, Vero Beach and the area around Fellsmere. Our count is 30,973 septic parcels inside the area: about 18,700 with a Vero Beach address (city and unincorporated), 10,130 in Sebastian, about 1,770 in Fellsmere and 155 in Indian River Shores (data). City guides: Vero Beach, Sebastian. The county itself counts 28,374 parcels that need connections, at a program cost of $3.31 to $3.69 billion.

Mandatory connection

On October 7, 2025 the County Commission voted 3 to 2 for a mandatory connection policy: where sewer is available, owners get a notice and 365 days to connect. The county started public workshops on September 3, 2026. If you got a notice, the clock is already running, separate from the 2030 date.

What connecting to sewer looks like under your yard

A new pipe runs from the house to the utility's sewer main under the road, and the old septic tank in the yard is taken out of service. In a low-pressure system, the pipe first goes to a grinder pump in the yard that pushes wastewater into a smaller pressure main. Money to connect

  • Sewer Connection Assistance Program: up to $15,000 per property, funded by an FDEP grant, for eligible residents where sewer is already available. The application portal had not opened as of November 1, 2026; watch ircs2sprogram.com or email [email protected].
  • What owners pay: the county estimates $7,000 to $15,000 for a gravity connection and $15,000 to $25,000 for a low-pressure (pump) connection. The county's sewer connection fee was $3,835 at 2025 rates.
  • Every option in one place, including the county's SHIP emergency repair (up to $35,000, covers septic tank problems): Indian River County sewer connection help.
  • Low-income help in Vero Beach: the Clean Water Coalition of Indian River County pays connection costs for some low-income homeowners; it had connected 64 Vero Beach families by November 2025.

City of Vero Beach STEP

Vero Beach utility customers on septic must connect to the city's STEP sewer system by June 1, 2028, or within one year of a sale or transfer, whichever comes first (city document No. 2024-05). The city offers help for homesteaded owners; ask the city utility for current amounts. If you are buying or selling, read buying or selling a home with septic.
