Titusville and the 2030 septic rule

Is Titusville inside Florida's Indian River Lagoon septic area? Partly. About 490 of roughly 1,850 septic parcels in ZIP codes 32780 and 32796 are inside, in the North IRL plan area. Those homes must connect to sewer where available or upgrade to ENR by July 1, 2030. Check your address: most Titusville septic parcels are outside.

Is Titusville inside the area

Partly. Titusville is in the North Indian River Lagoon plan area, but our count finds only about 490 of about 1,850 septic parcels in ZIP codes 32780 and 32796 inside FDEP's program-area map. Most of the septic parcels in those ZIP codes are outside it, on the far side of the watershed line the map follows.

How we counted (November 1, 2026): parcels the Florida Water Management Inventory (FLWMI, Florida Department of Health) marks as known, likely or somewhat likely septic, by physical-address ZIP code, counted only where the parcel touches FDEP's program-area map. Parcels, not homes, and ZIP codes do not match city limits exactly. See our data. Check your own address below.

Mims, next door: in ZIP 32754 (Brevard part) our count finds about 1,370 of about 3,090 septic parcels inside, also in the North IRL plan area. Same rules, same address check.

What the rule means here

If your parcel is inside, Florida law says that by July 1, 2030 homes on 10 acres or less with septic must connect to sewer if it is available, or upgrade to an enhanced nutrient reducing (ENR) system that removes at least 65% of nitrogen. The statute has no penalty clause. Since January 1, 2024 a new septic system in the area must be ENR, and no new septic is allowed where sewer is available.

If your parcel is outside the map, the 2030 lagoon rule does not apply. Brevard's own 2018 ordinance still requires advanced treatment systems (65% or more nitrogen removal) in mainland areas within 197 feet of the lagoon and its open water tributaries, so riverfront lots should ask the Florida Department of Health in Brevard County what a permit requires.

The court case

Titusville is in the part of the lagoon where a federal court order stopped new septic construction permits from July 17, 2025, and FDEP's February 2026 table listed ENR for repairs there. On October 8, 2026 the 11th Circuit vacated the judgment and sent the case back to the district court. The court-ordered limits are set aside for now, but the case is not over. Sewer or ENR: who to ask

The City of Titusville runs its own utility. Brevard County lists (321) 567-3866 for Titusville sewer availability questions. Outside city utility lines, ask Brevard County Utilities at (321) 633-2091. If no sewer is available at your lot, the 2030 path for an inside parcel is an ENR system. See ENR vs sewer and ENR system types.

Projects and money

  • Gibson Street Sewer Expansion Project: the state awarded the City of Titusville $700,000 in 2024-25. The money goes to the city to build sewer. We found no published Titusville homeowner incentive; ask the city utility.
  • Brevard sewer quick connect grant: $1,600 per pound of nitrogen prevented, up to $12,000 for a gravity connection and up to $24,000 where a pump or force main is needed. In city utility areas you pay the fee and the county reimburses you. Plumbing under the foundation is not covered.
  • Brevard septic upgrade grant: at least $6,000 and up to $20,000 per parcel for an ENR upgrade, approved before work starts. Details: Brevard septic grant guide.
  • Lower-income owners: see SHIP home repair help.

Apply for the county grants by emailing [email protected] or calling (321) 633-2016.

Costs

WUSF reported the average Brevard ENR upgrade at more than $22,000 in late 2025, up from $18,000 in 2020, before any grant. A sewer connection depends on the distance from your tank to the line and whether you need a pump.

Repairs before 2030

If your system fails first, a repair is the natural moment to upgrade, and the permit office will remind you of the 2030 rule. Since July 1, 2026 the health department must tell owners about the rule on any repair, modification or replacement application. The North IRL repair listing came from the court order, which is now vacated, so ask the Florida Department of Health in Brevard County what your permit requires today. More in septic repair.

The federal order that stopped new septic permits in the North IRL area from July 17, 2025 was vacated by the 11th Circuit on October 8, 2026, and the case went back to the trial court. State rules still apply: new systems must be ENR, and none where sewer is available.
