Grants and financing
Volusia County septic grants and help near the lagoon
Volusia County, Florida, has no septic upgrade grant we could find for its Indian River Lagoon area around Oak Hill, south Edgewater and south New Smyrna Beach. The county's $10,000 septic incentive covers only the DeLeon Springs area. Lagoon-area owners can use SHIP emergency repair (up to $20,000 if income qualifies), USDA help in Oak Hill and sewer projects.

The DeLeon Springs incentive is not for the lagoon
Search "Volusia septic grant" and you will find the county's Septic Upgrade Incentive Program, up to $10,000. It is real, but it only covers the DeLeon Springs priority focus area in west Volusia, a springs protection area. Homes in the Mosquito Lagoon and North IRL parts of the county, around Oak Hill, south Edgewater and south New Smyrna Beach, are not covered.
SHIP emergency repair: up to $20,000
Volusia County's SHIP emergency repair program (November 2024 overview) lists "septic, well/water, septic or water hook-up" among the repairs it pays for, up to $20,000.
- Income: up to 80% of area median income, with limited funds for 81% to 120%. In the 2024 table, 80% of median was $46,400 for one person and $66,250 for four.
- Home: your homestead for at least a year, a just value under the program cap ($327,750 in 2024), county taxes current.
- Not covered: homes inside Daytona Beach or Deltona city limits, which run their own programs.
- How: a phone pre-screen with Community Assistance, (386) 736-5955, [email protected]. You may be put on a waiting list. The county uses its own contracted septic contractors for this work.
Amounts and limits may have changed since 2024; ask for the current figures. More on SHIP: SHIP home repair.

USDA in Oak Hill
An Oak Hill address we checked on USDA's eligibility service on November 1, 2026 counted as rural. Very low income owners there can ask about a Section 504 repair loan up to $40,000 at 1%, and a grant up to $10,000 at 62 or older. See USDA Section 504.
Sewer projects coming
State lagoon grants are paying for sewer in parts of the Volusia lagoon area, which can make sewer the cheaper 2030 path once it reaches your street:
- New Smyrna Beach: Silver Sands septic to sewer ($7.5 million in 2023-24, plus $9.12 million and $2.36 million in 2024-25) and Aqua Golf septic to sewer ($4.31 million in 2025-26).
- Oak Hill: state money in 2021 and 2022 for septic to sewer in the city.
- Edgewater: a Godfrey Road septic to sewer project for homes next to the lagoon has been proposed.
What homeowners pay in these project areas has not been published. Before you buy an ENR system, ask the utility whether sewer is planned for your street and when, in writing. Our ENR or sewer guide explains why.
Other ways to pay
If none of the above fits, see septic financing: utility payment plans for sewer connections, PACE financing on the tax bill where it is allowed, and credit union home equity loans.
