What a septic system replacement costs near the lagoon

Inside Florida's Indian River Lagoon program area, a septic replacement permitted as a new system must be an ENR system, so the real price is the ENR price. Brevard County's records show an average installed cost of $21,674 across 27 contractors (March 2026). Brevard's grant pays $6,000 to $20,000 toward it, if approved before work starts.

Why the ENR price is the real price

Inside the lagoon program area, state law changed what "replacement" means. Since January 1, 2024, a new septic system must be an enhanced nutrient-reducing (ENR) system, and no new septic is allowed where sewer is available (s. 373.469(3)(d)1., F.S.). FDEP says a replacement that the health department permits as a new system follows the same new-system rules.

Even when a job is permitted as an ordinary repair, the 2030 deadline is waiting: by July 1, 2030 homes on 10 acres or less in the area must connect to sewer if available or upgrade to ENR. So a cheaper conventional replacement today may mean paying twice. In Brevard, a 2018 county ordinance already requires advanced systems (65% or more nitrogen removal) on the barrier islands, Merritt Island and the mainland within 197 feet of the lagoon. Ask the Florida Department of Health in your county what your permit requires.

A traditional septic tank removes only 30 to 40% of the nitrogen in household waste, according to Brevard County, which is why the lagoon rules push toward ENR. The three ENR types are explained on ENR system types.

Worked example: subtracting the Brevard grant

This is an example, not a quote. It uses the county's average and the grant's published floor and cap.

Your grant amount depends on your parcel's estimated nitrogen load, shown on the county's story map. Approval must come before any work starts. Run your own numbers in the cost calculator, and see the Brevard septic grant for how to apply.

What changes your price

  • The system type. In-ground biofilters, NSF 245 aerobic units and engineered performance-based systems are priced differently and have different upkeep.
  • Your lot. Soil, water table, space and access for equipment.
  • The old tank. Pumping and abandoning it properly is part of the job; Brevard's abandonment permit alone is $70.
  • Power and service. Aerobic units need electricity and regular service visits; ask what the first years cost.
  • Restoring the yard. Driveway, landscaping and sod.

Ask each contractor to price the same list so the quotes compare fairly.

Paying for it

Brevard is the only county in the program area with an open homeowner grant for ENR upgrades. Elsewhere, look at all septic grants, including SHIP home repair and USDA Section 504 for qualifying owners, and compare loans and payment plans on septic financing. If sewer is coming to your street, compare first on ENR or sewer.

Where these numbers come from

  • The $21,674 average is Brevard County's "Septic Upgrade Reimbursement Statistics" table (total average cost $21,673.57), read in the March 5, 2026 capture of the county's septic upgrades page. It covers jobs paid through the county grant.
  • The 2020 and late 2025 averages are from WUSF's December 18, 2025 report quoting the county.
  • The roughly $20,000 new-system figure is from Fort Pierce Utilities Authority's May 7, 2025 presentation.
  • Permit fees are from the Florida Department of Health in Brevard County application packets (revised 08/26). Other counties set their own fees.
  • The ENR rules come from s. 373.469, F.S., HB 1417 (2026), FDEP's December 2023 ENR FAQ and FDEP's February 2026 permitting table. In the North IRL, a federal order that had stopped new permits was vacated by the 11th Circuit on October 8, 2026; see the court order page.

Questions people ask

How much does it cost to replace a septic tank near the Indian River Lagoon?

Inside the program area a replacement permitted as a new system must be ENR. Brevard County's records show grant-paid ENR installs averaged $21,674 across 27 contractors as of March 2026, and WUSF reported more than $22,000 in late 2025. Your lot, soil and system type move the price, so get written quotes.

Can I just put in a regular septic system to save money?

Not if the health department permits the job as a new system. Since January 1, 2024 a new system in the program area must be ENR, and none is allowed where sewer is available. A like-for-like repair may still be allowed, but the 2030 deadline means you would upgrade again later.

Does the Brevard grant cover a septic replacement?

It covers an upgrade from a conventional system to an advanced ENR system, $6,000 minimum and up to $20,000 per parcel, but only if the county approves you before any work starts. It pays for design, permits, inspections, materials, equipment and contract labor, not your own labor or future maintenance.

What is the permit fee for a new septic system in Brevard?

The Florida Department of Health in Brevard County lists $510 for a new system without a site evaluation, $395 if you submit one, and $520 or $405 for a performance-based treatment system. A repair permit is $435 or $320. Your contractor usually files and includes this in the quote.

Can you live in a house while the septic is being replaced?

Most owners stay home, but there will be a stretch when you cannot use the plumbing while the old tank is taken out of service and the new system is connected and inspected. Ask your contractor how many days that is for your job and plan around it before signing.
