Melbourne and the 2030 septic rule
Is Melbourne inside Florida's Indian River Lagoon septic area? Mostly. About 4,700 of roughly 6,700 septic parcels in Melbourne ZIP codes are inside, split between the Central IRL and North IRL plan areas. By July 1, 2030 those homes must connect to sewer where it is available or upgrade to an ENR system.

Is Melbourne inside the area
Mostly. Our count finds about 4,700 of about 6,700 septic parcels in ZIP codes 32901, 32904, 32934, 32935 and 32940 inside FDEP's program-area map. Two plan areas meet here: ZIP 32904 is in the Central Indian River Lagoon plan area, and 32934, 32935 and 32940 are in the North Indian River Lagoon plan area.
How we counted (November 1, 2026): parcels the Florida Water Management Inventory (FLWMI, Florida Department of Health) marks as known, likely or somewhat likely septic, by physical-address ZIP code, counted only where the parcel touches FDEP's program-area map. Parcels, not homes, and ZIP codes do not match city limits exactly: some of these addresses are outside the city. See our data. Check your own address below; the result shows your plan area.

What the rule means here
Under Florida law, by July 1, 2030 homes on 10 acres or less with septic in the program area must connect to sewer if it is available, or upgrade to an enhanced nutrient reducing (ENR) system that removes at least 65% of nitrogen. The statute has no penalty clause. Since January 1, 2024 a new septic system in the area must be ENR, and no new septic is allowed where sewer is available.
Brevard's own rule from October 9, 2018 also requires advanced treatment systems (65% or more nitrogen removal) in mainland areas within 197 feet of the Indian River Lagoon and its open water tributaries, which includes riverfront and creekside lots in Melbourne. Ask the Florida Department of Health in Brevard County what your permit requires.
Sewer or ENR: who to ask
The City of Melbourne runs its own utility. Brevard County lists (321) 608-7100 for Melbourne sewer availability questions. If your Melbourne-ZIP address is served by another utility, ask Brevard County Utilities at (321) 633-2091 or, in West Melbourne, (321) 837-7750. If no sewer is available at your lot, plan for ENR. See ENR vs sewer.
Projects and money
- Where the state money went: the City of Melbourne received $8,600,000 in 2024-25 for its Grant Street water reclamation facility, plus $10,000,000 for the same plant and $5,000,000 for biosolids nutrient work in 2023-24. That is treatment plant money, not help for homeowners on septic. We found no open Melbourne homeowner septic incentive.
- Brevard sewer quick connect grant: $1,600 per pound of nitrogen prevented, up to $12,000 for a gravity connection and up to $24,000 where a pump or force main is needed. In city utility areas you pay the fee and the county reimburses you. Plumbing under the foundation is not covered.
- Brevard septic upgrade grant: at least $6,000 and up to $20,000 per parcel for an ENR upgrade, approved before work starts. Details: Brevard septic grant guide.
- Lower-income owners: see SHIP home repair help.
Apply for the county grants by emailing [email protected] or calling (321) 633-2016.
Costs
WUSF reported the average Brevard ENR upgrade at more than $22,000 in late 2025, up from $18,000 in 2020, before any grant. A sewer connection depends on your utility's fees, the distance to the line and whether you need a pump; ask the city for its current connection and impact fees.

Does this apply to your home?
The free address check answers in about ten seconds: inside the program area or not, septic or sewer on record, lot size and, in Brevard, a grant estimate.
Repairs before 2030
If your system fails first, a repair is the natural moment to upgrade, and the permit office will remind you of the 2030 rule. Since July 1, 2026 the health department must tell owners about the rule on any repair, modification or replacement application. In the Central IRL area FDEP's February 2026 table lists no ENR requirement for an ordinary repair. In the North IRL part, the repair listing came from a federal court order that is now vacated (details). Either way, ask the Florida Department of Health in Brevard County what your permit requires. Questions people ask
Is my Melbourne house in the 2030 septic area?
Probably, if it has septic. Our count puts about 4,700 of roughly 6,700 septic parcels in Melbourne ZIP codes inside FDEP's program-area map. ZIP 32904 is in the Central IRL plan area and 32934, 32935 and 32940 in the North IRL plan area. Run the address check to be sure.
Who do I ask whether Melbourne sewer reaches my street?
The City of Melbourne utility, at (321) 608-7100, the number Brevard County lists for Melbourne sewer questions. Some addresses with a Melbourne ZIP code are outside city limits, so if the city does not serve you, ask Brevard County Utilities at (321) 633-2091.
Does Melbourne have its own septic to sewer grant?
We found none open. The state lagoon money Melbourne received went to its Grant Street water reclamation plant and related plant work, not to homeowners. Melbourne owners can use Brevard County's grants: up to $20,000 for an ENR upgrade, or up to $12,000 or $24,000 to connect to sewer.
Does the court order in north Brevard affect Melbourne?
Only the north part. ZIP codes 32934, 32935 and 32940 are in the North IRL plan area, where a federal order stopped new septic permits from July 17, 2025 until the 11th Circuit vacated it on October 8, 2026. The case is back in the trial court. State rules still apply everywhere.
